The case of Ruiz vs. Estelle in 1981 highlighted the cruel and unusual punishment that inmates in Texas Department of Criminal Justice (TDCJ) facilities were subjected to. Unfortunately, it seems that history is repeating itself as the conditions in TDCJ facilities continue to deteriorate, with inmates being forced to endure unacceptable levels of trauma and neglect. We are pleading for immediate action to address the ongoing violations of the 8th Amendment in TDCJ facilities, specifically in McConnell Unit and Connally Unit. The current situation is inhumane and unacceptable, with inmates being forced to witness traumatic events without any intervention from the staff.

Several incidents have taken place recently within TDCJ-McConnell Unit:

1. One alarming incident that recently occurred at McConnell Unit involved inmates witnessing EMTs refusing to remove dead body because body had been unresponsive too long. This kind of situation is not only inhumane but also poses serious risks to the mental health of inmates who are already struggling with the harsh realities of prison life.

2. officers are neglecting their duties by allowing inmates to serve other inmates, which goes against the rules and regulations of the prison system. The lack of supervision and oversight is putting the lives of inmates at risk and creating a dangerous environment within the facilities.

Several incidents have taken place recently within TDCJ-Connally Unit:

1. inmates had to contact their families to inform the front desk about a fellow inmate experiencing seizures because there were no officers present on the cell blocks.

2. Inmates are not receiving adequate meals, with reports of Johnny's sandwiches with just a dab of peanut butter and syrup being served as meals. This is a clear violation of basic human rights and a violation of the 8th Amendment.

3. For last 2 weeks inmates in Buildings 3 & 4 have been complaining about not being able to come out of cell because no officers to work the cell blocks. Officers have been staying in picket and only allow 5 inmates at a time out to get Johnny’s otherwise they are locked up. Why are we treating them like animals but except for the act like angels. THIS IS INHUMANE.!!!

4. This lack of supervision and care has led to violent incidents, including the stabbing death of a G2 by a G4, further emphasizing the urgent need for intervention.

In addition to the physical dangers, inmates are also facing severe food shortages and substandard meals, which only add to their suffering. The disregard for basic human rights and dignity within TDCJ facilities is appalling and cannot be allowed to continue unchecked. The lack of proper care and attention to inmates' well-being has resulted in a rise in drug overdoses, suicides, and violent incidents within the facilities.

We are calling for the Ruiz vs Estelle case to be revisited and for immediate action to be taken to address these ongoing issues. We urge the United States District Court  and other judges associated with TDCJ reform to intervene and ensure that the rights of inmates are protected.

It is crucial that these concerns are taken seriously and investigated thoroughly to prevent further harm and loss of life. Inmates are reaching out for help, but their voices are often silenced or ignored. As advocates for justice and human rights, it is our duty to amplify their voices and demand accountability from those in power. We cannot allow the cycle of abuse and neglect to continue unchecked. Who Governs Those that Govern TDCJ?

The Texas Department of Criminal Justice (TDCJ) plays a critical role in the confinement, supervision, rehabilitation, and reintegration of convicted felons in the state of Texas. At the helm of overseeing TDCJ's operations is the Texas Board of Criminal Justice (TBCJ), a nine-member board appointed by the governor. While the TBCJ is tasked with the important responsibility of governing TDCJ, questions arise about who holds them accountable and ensures transparency in their decision-making processes.

One key question that needs to be addressed is, who's governing those that govern TDCJ? The appointment of TBCJ members by the governor raises concerns about potential conflicts of interest, favoritism, and lack of impartiality in decision-making. Without adequate checks and balances, there is a risk that the TBCJ may not be held accountable for its actions, leading to a lack of transparency and accountability within TDCJ.

Transparency and accountability are essential components of effective governance, especially in an organization as impactful as TDCJ. The public, employees, and inmates alike deserve to know who governs TDCJ and how decisions are made at the highest levels of the organization.

Fostering Transparency

One way to foster transparency and accountability in TDCJ governance is by implementing measures to increase public oversight. This can be achieved by holding regular public hearings where TBCJ members present and explain their decisions, policies, and strategies. Additionally, providing access to relevant documents, reports, and data can help stakeholders, including the public, employees, and inmates, better understand the governance of TDCJ.

Another important step is to establish an independent oversight mechanism to monitor the actions and decisions of the TBCJ. This oversight body could be made up of individuals with expertise in criminal justice, governance, and ethics, who can review TBCJ decisions, evaluate their adherence to established standards, and report any discrepancies or misconduct. By ensuring independent oversight, the governance of TDCJ can be enhanced, promoting accountability and preventing abuse of power.

Furthermore, promoting transparency within TDCJ governance can be achieved by requiring TBCJ members to disclose any potential conflicts of interest and recuse themselves from decisions where such conflicts may arise. Implementing ethics training for TBCJ members and establishing clear guidelines for decision-making can also help minimize unethical behavior and ensure that decisions are made in the best interest of TDCJ and the individuals it serves.

To the Concerned Citizens of Texas,

We are reaching out to you today with urgent and alarming news regarding the Texas Department of Criminal Justice (TDCJ). Recent occurrences within the TDCJ raise serious allegations that demand immediate attention and action. We are calling on the executive leadership of the TDCJ to explain why the public is not being informed of the increasing number of deaths from suicide and drug overdose within the prison system.

One particularly disturbing incident took place at the McConnell unit on March 2nd, where a prisoner was found dead in his cell. Reports from inmates that witnessed this occurrence indicated that the body was already turning blue, and EMT workers allegedly informed an officer that they could not move the body because the inmate had been dead for too long. This is unacceptable and raises serious questions about the lack of proper medical care and oversight within the TDCJ.

Furthermore, at the Connally unit on March 3rd, a prisoner had to resort to calling his family to report a medical emergency due to severe understaffing. The inmate could have died from the seizure and no officers to be found.  This lack of care and concern for the well-being of inmates is in direct violation of the 8th amendment and cannot be allowed to continue.

Angela Thomas Smith, the co-founder of the Free Texas Campaign, has been inundated with messages and calls from inmates detailing abuse, power struggles, retaliation, and a general lack of concern for their well-being. The denial of access to the outside world through constant shutdowns of phones and tablets is further evidence of the deplorable conditions within the TDCJ.

We are calling for a thorough investigation into these incidents, including a review of the camera footage at the McConnell unit and a detailed report on the actions being taken to address these issues. It is time for those responsible to be held accountable for their actions and for transparency to be prioritized within the TDCJ.

We urge all concerned citizens of Texas to join us in demanding answers from the TDCJ and to advocate for the rights and well-being of all individuals within the prison system. The time for action is now, and we cannot stand idly by while injustices continue to occur behind closed doors.

Who's watching the watchers? It's up to us to ensure that those in power are held accountable and that the rights of inmates are respected. We will not rest until justice is served and reforms are implemented to prevent further harm.

(5) Even though records does indecate test firing of a weapon by Bexar County Medical Examinert's Office on 12-28-90, the SAPD- Evidence Property Room Computer Files disputes these findings by revealing that weapon recovered from crime scene was never picked up or released to anyone of an outside agency to be test fired including the Bexar County Medical Examiner's Office Ballistic Division. All information and government documents establishing the firing of ballistic treating in this particular case are falsified documents used by the Bexar County DA's Office to secure a wrongful conviction at Test Fire No.# N-90-3844.

(6) On June 12, 1992, under Trial Court No.#1991-CR-1948-A, in the 144th Judicial District Court, Bexar County, Texas, before visiting judge Peter Michael Curry, before a jury panel of 3 white males, 3 white females, 3 Hispanic males and 3 Hispanic females, under the representation of Mr.DeMetrio Duarte Jr, a court appointed attorney and former Bexar County Assistant Criminal District Attorney, Cornel Jackie Drummer was found guilty and sentenced to 99 years for acting as a party to murder for the taken of the murder weapon presented at State's Exhibit#1 and placing it into the right hand of the subject Willie D. Graggs on 12-28-90.


(7) Under Court of Appeals No# 04-92-00406-CR, it has since been discovered that no Clerk's Records and Court Reporter's Records were sent to the Fourth Court of Appeals to support the May 26, 1993, decision of the Justice's opinion affirming the judgment of conviction on a claim of insufficiency of evidence. The Clerk's Computer File Records show "NO DESCRIPTION AVAILABLE". Therefore, this particular case has not had any judicial review.

 (8) Let the record reflect, it is our complaint that where the initial Affidavit for Arrest Warrant of 02-01-91, is not signed and dated by the Homicide Investigative Detective Alvin C. Brown and a Justice of the Peace to confirm the Oath of the complaint, no probable cause has ever been established to arrest me for murder and to hold me in jail without any evidence to link me to the offense of murder. Instead, the Bexar County DA's Office knowingly filed a false Delivery of Cocaine offense against me to secure a conviction on me under Cause No.#1992-CR-1231, in which the court judge and my lawyer forced me to trial on before a jury of 11 whites and 1hispanic to be sentenced on March 27,1992, to 55 years over the June 12, 1992, murder case conviction.

 Due to the political forces in this case, without any outside investigation to be conducted by Mr.Merrick Garland, United States Department of Justice a total conflict of interest will continue to exist in San Antonio and Bexar County, Texas, to cover up this massive judicial corrupted operation.

Demanding Action and Accountability for Corruption Within TDCJ

Another disturbing example of corruption within the Texas Department of Criminal Justice (TDCJ) has come to light, with inmates at CMC McConnell Unit reporting a black market created from donations from the San Antonio Food Bank. In a letter to Angela Smith, an inmate expressed concern over food donations meant for inmates being sold on a black market within the prison, instead of being distributed as intended. This points to a serious issue of mismanagement and misconduct within the TDCJ that must be addressed immediately.

Furthermore, the lack of urgency or concern for the current state of the TDCJ drug crisis and mental health issues is alarming. The inmates at CMC McConnell Unit are raising valid concerns about the lack of action being taken to address these critical issues, which are putting lives at risk every day. It is unacceptable for the administration and elected officials to continue to overlook these issues and fail to provide the necessary support and resources to address them.

In addition, the overcrowding within TDCJ facilities for over 6 months has reached a critical point, with CMC McConnell Unit currently housing 300 more inmates than its maximum capacity. This overcrowding is creating dangerous and unsustainable living conditions for inmates, with reports of bodies being moved and other incidents within the prison.

It is time for a thorough investigation by the FBI and the Department of Justice to get involved and hold those responsible for corruption and neglect within TDCJ accountable. The inmates at CMC McConnell Unit are calling for immediate action to address these issues and ensure the safety and well-being of all inmates within the Texas prison system.

Enough is enough. How many lives must be lost before these issues are taken seriously? It is time for change and for new leadership that will prioritize the needs of the people over politics. The inmates at CMC McConnell Unit are speaking out and demanding justice. It is time for action.

Dear Media Outlets,

I am writing to bring attention to the alarming situation that is occurring within the Texas Department of Criminal Justice (TDCJ). Over the past month, there has been a disturbing increase in homicides, suicides, and overdoses within TDCJ facilities.

Just yesterday, I received news that an inmate at McConnell Unit overdosed and his body was moved by other inmates so they could continue smoking. Shockingly, the administration knew about this incident but failed to take any disciplinary action against the involved inmates. This is just one example of the serious drug issue that is rampant within TDCJ.

We are pleading and begging for outside sources to get involved, as it is evident that TDCJ administration is not taking the necessary steps to address these issues. We are calling on the FBI, DOJ, and other authorities to intervene before it is too late. We also request footage from cameras and for every officer on duty to be held accountable for their actions.

Every week, I receive calls or messages from inmates at various facilities, all reporting similar issues. It is clear that the problems extend beyond McConnell and Connally units. Administration is retaliating against those who speak out, further perpetuating the cycle of silence.

Just last week, a G4 inmate stabbed killed a G2 inmate at Connally Unit, a direct violation of TDCJ policy as G2 and G4 inmates are not allowed in the same area. This raises the question: who is being held accountable for these incidents?

Elected officials, from the Governor down, seem to be turning a blind eye to the crisis within TDCJ. It is concerning to note that Governor Greg Abbott receives $55,000 a year from TDCJ, which may explain his lack of action on this matter. It is clear that there is a conflict of interest at play, and it is imperative that this issue is addressed immediately.

We are in desperate need of help in the state of Texas. The safety and well-being of those incarcerated within TDCJ are at risk, and it is crucial that steps are taken to address these issues before more lives are lost.

We urge you, as media outlets, to share this information and shine a light on the injustices occurring within TDCJ. We need your support in bringing attention to these issues and holding those in power accountable for their negligence.

Dear Sir/Madam

I hope this letter finds you well. I am writing to express my deep concern regarding the inhumane treatment of inmates within the Texas Department of Criminal Justice (TDCJ). The lack of concern demonstrated by the administration and elected officials is evident, and we, as concerned citizens, implore the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ) to get involved and take immediate action.

It saddens me to witness the frequent occurrence of our relatives being incarcerated and never returning home. This pattern is all too common and remains unresolved. Recently, within the last three days, I have been made aware of the rising K2 overdose cases and the presence of other drugs within TDCJ. Instead of addressing the issue at its root, the administration's response has been to lock down units, hindering inmates from communicating with their loved ones. This solution appears to be more of a retaliatory measure, aimed at keeping this information hidden from the public, rather than an effective strategy to address the problem.

We demand that immediate action be taken to rectify this situation. It has come to our attention that a G4 inmate was able to stab and kill a G2 inmate inside the Connally Unit, despite the fact that they should not have been in the same area due to classification protocols. Furthermore, multiple reports indicate that several facilities are suffering from a severe shortage of staff, allowing inmates to essentially have control over the prison environment. It is the responsibility of the warden to ensure that their facility is properly managed and operated. If a warden is unable to fulfill this duty, they need to be replaced. It is disheartening to witness numerous instances where wardens are failing in their responsibilities, while the administration in Huntsville appears to be covering for them.

We urge you to investigate these matters thoroughly. It is evident that the current complaints against TDCJ are being ignored and cannot all be based on insufficient evidence. The abuse of power and authority by TDCJ is troubling and jeopardizes the welfare and livelihoods of inmates. This urgent issue must be addressed without delay.

We respectfully request that the FBI and DOJ initiate an immediate investigation into the inhumane treatment of inmates within TDCJ. We implore you to use the full extent of your authority and resources to rectify these issues and hold those responsible accountable for their actions. The suffering endured by inmates and their families is unacceptable, and it is our duty as concerned citizens to advocate for their rights and well-being.

I appreciate your attention to this matter and trust that you will take swift action in addressing these urgent concerns. I look forward to hearing about the steps you will be taking in response to this letter.

WE NEVER GOT A FOLLOW UP ON THE FOOD DELIVERY FROM S.A FOOD BANK THAT WERE TAKING HOME BY OFFICER AND GIVEN TO INMATES THAT WORK IN KITCHEN AND THEY WERE ALLOWED TO SELL IT TO OTHER INMATES WHEN IT WAS DONATED.

CITIZENS REALLY SHOULD KNOW WHATS GOING ON WITH THEIR FOOD AND MONEY THEY ARE DONATING TO S.A FOOD BANK TO SUPPORT LESS FORTUNATE!!!!
