 (4) Gunsbnoit Residue Analysis Report M.E.No#1726-90 Willie Graggs Sample Taken:12-28-90 Received By:J.L.Castorena, M.SC.,DABFT Date Completed: 02-15-91 Findings:Large amount of gunshot residue to left hand and smaller amount to right hand indecating recent firing of weapon. 

(5) Even though records does indecate test firing of a weapon by Bexar County Medical Examinert's Office on 12-28-90, the SAPD- Evidence Property Room Computer Files disputes these findings by revealing that weapon recovered from crime scene was never picked up or released to anyone of an outside agency to be test fired including the Bexar County Medical Examiner's Office Ballistic Division. All information and government documents establishing the firing of ballistic treating in this particular case are falsified documents used by the Bexar County DA's Office to secure a wrongful conviction at Test Fire No.# N-90-3844.

(6) On June 12, 1992, under Trial Court No.#1991-CR-1948-A, in the 144th Judicial District Court, Bexar County, Texas, before visiting judge Peter Michael Curry, before a jury panel of 3 white males, 3 white females, 3 Hispanic males and 3 Hispanic females, under the representation of Mr.DeMetrio Duarte Jr, a court appointed attorney and former Bexar County Assistant Criminal District Attorney, Cornel Jackie Drummer was found guilty and sentenced to 99 years for acting as a party to murder for the taken of the murder weapon presented at State's Exhibit#1 and placing it into the right hand of the subject Willie D. Graggs on 12-28-90.


(7) Under Court of Appeals No# 04-92-00406-CR, it has since been discovered that no Clerk's Records and Court Reporter's Records were sent to the Fourth Court of Appeals to support the May 26, 1993, decision of the Justice's opinion affirming the judgment of conviction on a claim of insufficiency of evidence. The Clerk's Computer File Records show "NO DESCRIPTION AVAILABLE". Therefore, this particular case has not had any judicial review.


 (8) Let the record reflect, it is our complaint that where the initial Affidavit for Arrest Warrant of 02-01-91, is not signed and dated by the Homicide Investigative Detective Alvin C. Brown and a Justice of the Peace to confirm the Oath of the complaint, no probable cause has ever been established to arrest me for murder and to hold me in jail without any evidence to link me to the offense of murder. Instead, the Bexar County DA's Office knowingly filed a false Delivery of Cocaine offense against me to secure a conviction on me under Cause No.#1992-CR-1231, in which the court judge and my lawyer forced me to trial on before a jury of 11 whites and 1hispanic to be sentenced on March 27,1992, to 55 years over the June 12, 1992, murder case conviction.


 Due to the political forces in this case, without any outside investigation to be conducted by Mr.Merrick Garland, United States Department of Justice a total conflict of interest will continue to exist in San Antonio and Bexar County, Texas, to cover up this massive judicial corrupted operation.

WEDNESDAY 2/21/24 INMATES ARE NOW DEMANDING ACTION, THEY ARE CRYING OUT FOR HELP.

Demanding Action and Accountability for Corruption Within TDCJ


Another disturbing example of corruption within the Texas Department of Criminal Justice (TDCJ) has come to light, with inmates at CMC McConnell Unit reporting a black market created from donations from the San Antonio Food Bank. In a letter to Angela Smith, an inmate expressed concern over food donations meant for inmates being sold on a black market within the prison, instead of being distributed as intended. This points to a serious issue of mismanagement and misconduct within the TDCJ that must be addressed immediately.


Furthermore, the lack of urgency or concern for the current state of the TDCJ drug crisis and mental health issues is alarming. The inmates at CMC McConnell Unit are raising valid concerns about the lack of action being taken to address these critical issues, which are putting lives at risk every day. It is unacceptable for the administration and elected officials to continue to overlook these issues and fail to provide the necessary support and resources to address them.


In addition, the overcrowding within TDCJ facilities for over 6 months has reached a critical point, with CMC McConnell Unit currently housing 300 more inmates than its maximum capacity. This overcrowding is creating dangerous and unsustainable living conditions for inmates, with reports of bodies being moved and other incidents within the prison.


It is time for a thorough investigation by the FBI and the Department of Justice to get involved and hold those responsible for corruption and neglect within TDCJ accountable. The inmates at CMC McConnell Unit are calling for immediate action to address these issues and ensure the safety and well-being of all inmates within the Texas prison system.


Enough is enough. How many lives must be lost before these issues are taken seriously? It is time for change and for new leadership that will prioritize the needs of the people over politics. The inmates at CMC McConnell Unit are speaking out and demanding justice. It is time for action.

CRY FOR HELP!!!!!!!! HOW MANY TDCJ INMATES HAVE TO DIE BEFORE SOMEONE SAY ENOUGH IS ENOUGH!!!!!! CRY FOR HELP


Dear Media Outlets,


I am writing to bring attention to the alarming situation that is occurring within the Texas Department of Criminal Justice (TDCJ). Over the past month, there has been a disturbing increase in homicides, suicides, and overdoses within TDCJ facilities.


Just yesterday, I received news that an inmate at McConnell Unit overdosed and his body was moved by other inmates so they could continue smoking. Shockingly, the administration knew about this incident but failed to take any disciplinary action against the involved inmates. This is just one example of the serious drug issue that is rampant within TDCJ.


We are pleading and begging for outside sources to get involved, as it is evident that TDCJ administration is not taking the necessary steps to address these issues. We are calling on the FBI, DOJ, and other authorities to intervene before it is too late. We also request footage from cameras and for every officer on duty to be held accountable for their actions.


Every week, I receive calls or messages from inmates at various facilities, all reporting similar issues. It is clear that the problems extend beyond McConnell and Connally units. Administration is retaliating against those who speak out, further perpetuating the cycle of silence.


Just last week, a G4 inmate stabbed killed a G2 inmate at Connally Unit, a direct violation of TDCJ policy as G2 and G4 inmates are not allowed in the same area. This raises the question: who is being held accountable for these incidents?


Elected officials, from the Governor down, seem to be turning a blind eye to the crisis within TDCJ. It is concerning to note that Governor Greg Abbott receives $55,000 a year from TDCJ, which may explain his lack of action on this matter. It is clear that there is a conflict of interest at play, and it is imperative that this issue is addressed immediately.


We are in desperate need of help in the state of Texas. The safety and well-being of those incarcerated within TDCJ are at risk, and it is crucial that steps are taken to address these issues before more lives are lost.


We urge you, as media outlets, to share this information and shine a light on the injustices occurring within TDCJ. We need your support in bringing attention to these issues and holding those in power accountable for their negligence.

Subject: Demanding Action for Inhumane Treatment of Inmates within TDCJ


Dear Sir/Madam


I hope this letter finds you well. I am writing to express my deep concern regarding the inhumane treatment of inmates within the Texas Department of Criminal Justice (TDCJ). The lack of concern demonstrated by the administration and elected officials is evident, and we, as concerned citizens, implore the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ) to get involved and take immediate action.




It saddens me to witness the frequent occurrence of our relatives being incarcerated and never returning home. This pattern is all too common and remains unresolved. Recently, within the last three days, I have been made aware of the rising K2 overdose cases and the presence of other drugs within TDCJ. Instead of addressing the issue at its root, the administration's response has been to lock down units, hindering inmates from communicating with their loved ones. This solution appears to be more of a retaliatory measure, aimed at keeping this information hidden from the public, rather than an effective strategy to address the problem.


We demand that immediate action be taken to rectify this situation. It has come to our attention that a G4 inmate was able to stab and kill a G2 inmate inside the Connally Unit, despite the fact that they should not have been in the same area due to classification protocols. Furthermore, multiple reports indicate that several facilities are suffering from a severe shortage of staff, allowing inmates to essentially have control over the prison environment. It is the responsibility of the warden to ensure that their facility is properly managed and operated. If a warden is unable to fulfill this duty, they need to be replaced. It is disheartening to witness numerous instances where wardens are failing in their responsibilities, while the administration in Huntsville appears to be covering for them.


We urge you to investigate these matters thoroughly. It is evident that the current complaints against TDCJ are being ignored and cannot all be based on insufficient evidence. The abuse of power and authority by TDCJ is troubling and jeopardizes the welfare and livelihoods of inmates. This urgent issue must be addressed without delay.


We respectfully request that the FBI and DOJ initiate an immediate investigation into the inhumane treatment of inmates within TDCJ. We implore you to use the full extent of your authority and resources to rectify these issues and hold those responsible accountable for their actions. The suffering endured by inmates and their families is unacceptable, and it is our duty as concerned citizens to advocate for their rights and well-being.


I appreciate your attention to this matter and trust that you will take swift action in addressing these urgent concerns. I look forward to hearing about the steps you will be taking in response to this letter.

"URGENT CALL FOR REFORM: TEXAS TDCJ CRISIS DEMANDS FBI & DOJ INTERVENTION!"

 Dear Elected Officials of Texas,


We, the concerned citizens of Texas, are writing to express our grave concerns about the current state of the Texas Department of Criminal Justice (TDCJ). We believe that there is a pressing need for an external investigation to address the widespread abuse of power by officers, instances of favoritism, unprofessional conduct, and the ongoing issues with food and phone services that have been consistently brushed under the rug.


TDCJ is failing its duty to protect and serve the incarcerated population and the people of Texas. We urgently call for serious reforms and believe that the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ) should step in and take charge until necessary measures are put in place to rectify the situation.


We have been inundated with complaints from numerous inmates on a daily basis. It is important to note that these complaints are not repetitive; rather, they highlight the consistent issues that exist within the TDCJ. As concerned advocate, we find it perplexing that the administration fails to acknowledge the existence of a problem when it consistently receives the same complaints. We call upon you, as our elected officials, to recognize the seriousness of these complaints and take immediate action.


While we understand that inmates have committed crimes, it does not negate their status as human beings with inherent human rights. We firmly believe that these rights should be protected and respected within the TDCJ.


Most recently, we have received numerous complaints about Sergeant Gardner at the Connally Unity and Officer Tyler at the Hobby Unit. These individuals have been accused of abusing their power and dehumanizing inmates. Such behavior is unacceptable and cannot be tolerated within our prison system. We implore you to address these specific cases and ensure appropriate action is taken against those responsible.


It is evident that the TDCJ is not living up to its mission or its stated core values. This issue demands immediate attention and rectification. As elected officials, it is your duty to advocate for the well-being and fair treatment of all citizens, including those within our correctional facilities.


We ask for your commitment to launching an external investigation into the TDCJ. We need a thorough examination of the abuse of power, favoritism, unprofessional conduct, and the ongoing issues with food and phone services. It is crucial that transparency and accountability are upheld in order to rebuild the trust and confidence of the people of Texas in our criminal justice system.  and rectifying the issues within the TDCJ. Texas deserves a prison system that upholds the principles of fairness, justice, and respect for human rights. Now is the time to act.

Dear STATE OF TEXAS AND ANYONE THAT WILL LISTEN..............


I hope this letter finds you well. My intention in writing to you today is to bring your attention to the deplorable conditions and increasing number of drug-related deaths in MCCONNELL. I recently received a letter from an inmate at the facility, sharing some distressing information that requires immediate investigation and action.


According to the inmate, [Prison Name] received a significant donation of frozen pizza and dinners from the S.A. Food Bank. However, it came to my attention that none of these food items are being distributed among the inmates, despite being donated to the unit. Instead, it appears that some officers have taken advantage of this donation for their personal gain, even selling these food items illegally. I believe that these resources should be allocated fairly and equally to all inmates, as this is their right. Such disparities only reinforce the notion that the administration is insensitive to the plight of those incarcerated.


What is even more alarming is the recent spike in inmate fatalities caused by drugs within the facility. The inmate's letter revealed that three individuals lost their lives in the past week alone, with one being a suicide and two others falling victim to K2-related incidents. This raises grave concerns about the role of the prison staff assigned to maintain order and protect the wellbeing of the inmates. One cannot help but wonder if these tragic deaths could have been prevented had the officers, who are conveniently receiving the donated food, been more vigilant and proactive in their duties.


Furthermore, the inmate expressed dissatisfaction with the changes made to the communication system. Personal mail has been replaced with digital correspondence on tablets, causing substantial delays of up to 6-8 weeks in receiving mail. Additionally, the process of arranging visits has become arduous, and the behavior of the officers during these visits has been nothing short of disrespectful. These unnecessary obstacles to maintaining connections with loved ones and accessing basic communication rights only inflict further emotional strain on the inmates.


It is my firm belief that an issue of this magnitude requires immediate and comprehensive action to rectify the situation. The inmate suggested that we, as concerned citizens, reach out to our elected officials and demand accountability from the Texas Department of Criminal Justice (TDCJ). The inmate proposes launching a thorough investigation into the influx of drugs into the facility, holding those responsible accountable for the drug-induced deaths that have occurred. Additionally, the inmate highlights the need for proper staffing to address the overcrowding issue, as well as seeking clarification and improvements in the implementation of the 508.145 bill regarding good time.


I implore you, as an elected official entrusted with the welfare of your constituents, to take immediate steps to address these grave concerns in [Prison Name]. This situation not only undermines the basic human rights of the inmates but also poses a serious threat to their physical and mental well-being. I kindly request that you utilize your influence and authority to push for a thorough investigation into the alleged mishandling of donations and the rampant drug epidemic within the facility. It is crucial that those responsible for these injustices be held accountable and that immediate measures be taken to ensure the safety, dignity, and fair treatment of all inmates.

Hello Angela, Just wanted to stop by and say hi, and praying all is well with you and what you ghost going on in the next few months. I also wanted to update you with a few things. I learned that the S.A. Food Bank donated a lot of frozen pizza and dinners, but non of that goes to us! I hear its for the officers??? Of course, a few of these boxes are taken by a few inmates and sold in the street??? But the fact that its donated to the unit, I believe it should be distributed equally! It is a sad situation, but this is prison, and it only proves how the administration works. Now, on another note. As of last week, 3 inmates have died--1 last week, because of the K2 drugs coming in, and 2 last night, 1 suicide and another K2 episode. In my opinion, had the officers--that are being fed this donated food been doing their job, maybe these lives could have been saved? What's even more crazy us that they took away our personal mail, which we now have to get digitally on our tablets--that takes anywhere from 6-8 weeks--and they made it hard to get visits, and when you do get a visit, the officers are very disrespectful! So in my opinion, if any drug is coming in, its coming in through they same officers eating our portion of donated food! So I am wondering if there is a easy to bring all of these unfortunate death's to the attention of the public. The unit is so short of officers that its now becoming a serious matter that needs investigated. All family members of the McConnell Not need to get involved and do something love me writing their Representative or Senator asking what are they going to do about all these deaths that are happening. They need to launch an investigation and find out who is bringing in all these drugs and hold them accountable for these drug induced deaths. Were over crowed and under staffed so they need to let people go. I did read, and reread this 508.145 bill on good time, and I found it somewhat confusing, but hope for the best. Like I tel! others, March is around the corner and when that day comes, we will see who comes up for parole. Anyway, just wanted to share his with you. Maybe you can share this with your followers and maybe they can voice their concerns, because in truth, TDCJ is responsible for these unfortunate death's! Well you take care. I have received your complaint on the San Antonio Food Bank’s (SAFB) food donation to the William G. McConnell Unit on or about January 31, 2024. Please know, we are working on this matter which may take some time due to the documents we first need to obtain – some from TDCJ and some from SAFB. Based on the documentation, we will then decide how best to proceed.

 

Additionally, while we are working on this matter, we are also working on the other numerous complaints which are sent to us daily. The Independent Ombudsman’s office is typically not able to solely work on just one complaint at a time. Based on office resources, this is not practical. When we consider the number of complaints which are prioritized for an investigation, divided by the number of Ombudspersons in this office, each Ombudsperson is required to manage a rolling caseload.

I recently received a heart-wrenching letter from an inmate at the McConnell unit, shedding light on a disturbing issue that the TDCJ (Texas Department of Criminal Justice) administration is desperately trying to sweep under the rug. Various inmates from different locations within TDCJ have reached out to me, providing corroborating accounts that demand our immediate attention.


The letter reveals that food donations, meant to alleviate hunger, are being intercepted by officers for their own consumption. For instance, a recent donation from the San Antonio Food Bank was diverted to the officers' dining room, while the inmates were left with little to no access to these vital provisions. Time and again, donations intended for inmates end up spoiled or thrown away, leaving them deprived and hungry.


Even during the COVID-19 pandemic, when food donations were flourishing, facilities like the Wallace unit received nothing while officers shamelessly took these resources home. Inmates, left with four slices of bread per meal, felt the pangs of hunger gnawing at them throughout the day. The whereabouts of the excess food remains a mystery, but it is clear that it is not reaching the very individuals it was meant to nourish.


To address this grave injustice and help shed light on the dire situation, we must urgently call for an investigation into the TDCJ's handling of food resources. It is not only a matter of fairness but also a public health concern. With an overreliance on peanut butter and jelly sandwiches, devoid of proper nutritional value, prisoners are being subjected to a potential epidemic of diabetes, placing their health and lives at risk.


Moreover, the recent switch to a cheaper, fruitless "jelly" product further exacerbates the problem. Inmates' meals now consist of nothing more than corn syrup sandwiches for nearly half the year, perpetuating a cycle of poor nutrition and compromising their overall well-being.


It is essential that we demand transparency and accountability from the TDCJ administration. We cannot turn a blind eye to the suffering and mistreatment of incarcerated individuals. Therefore, I implore all concerned citizens, advocacy groups, and lawmakers to join me in amplifying this issue.


We cannot afford to let the TDCJ continue its cover-up and perpetuate this cycle of abuse. I urge you to share this post, contact your local representatives, and demand a thorough investigation into the food handling and distribution practices within the TDCJ facilities. Together, we can ensure that every person, regardless of their circumstances, receives access to nutritious meals and is treated with the dignity they deserve.


Let's raise our voices and fight for change. No one should go hungry or be subjected to substandard conditions. It is time to hold TDCJ accountable and advocate for a fair and just system.

at the McConnell unit we received a donation on 1/31/24 it was a truck from the San Antonio Food Bank. what people don't understand is when we get food donations we don't actually get to eat the food, the officers do. example today the O.D.R. the officers dinning room was stocked with strawberries from said donation but we will never get to see them. when food comes in from donations officers will take whatever they like and eat that in their ODR until its all gone or goes rotten only then will we get some but by then its usually too rotten to eat and we just throw it out. good example is bananas and avocados. last year we got avocados but by the time they served them to us they were so black and moldy we just threw them out. mostly we never get to see any of the food that comes from donations.during covid there was a lot of food that got donated to all of tdcj like meat packs that you would buy at the grocery store but at Wallace unit we got absolutely nothing. all the officers took the food home. while we went hungry eating nothing but four slices of bread for breakfast lunch and dinner. Wallace unit was the most corrupt and sadistic unit I've ever been on. they fed so little you went hungry. it made you wonder where all the food was going. currently McConnell unit ,and I presume all of tdcj, has taken the raisins and prunes and canned fruit and eggs out of our diets. in a place that serves mostly peanut butter and jelly sandwiches(fifty percent of the past twelve months food was Johnny's) raisins and prunes was our only source of fiber. the only fruit that used to be served in our Johnny's. think about it tdcj is creating an epidemic of diabetes because half our meals are pb and j's which are mostly just jelly because its cheaper than peanut butter. and just this year tdcj switched to a cheaper brand of "jelly" that is just cornsyrup, artificial flavoring, and food coloring. there's no fruit product in it at all. so literally half our meals are cornsyrup sandwiches because there is not even enough peanut butter in them to worth mentioning. we used to get boiled eggs,a box of cereal, prunes or raisins, and a peanut butter sandwich in our breakfast johnny sack.now no raisins eggs or cereal just pancakes or a corn syrup sandwich.
